I bought 3 fans to replace fans in my aging PC case. (One of my old fans had worn out and was extremely loud.) The old fans that came with my case plug into the power supply directly so there was no control or monitoring with the old fans. The new fans were great just to have the speed controllable. The price was reasonable enough so I decided to just buy 3 which worked out well since I have 3 spots on my motherboard for case fans. Min speed is 800 RPM and max is 7200 RPM (at least according to my motherboard). The fan(s) idle at about 1100 RPM under low load (web browsing, email, etc. no video). Very low noise if any from them. (Power supply fan is now the loudest fan in my PC.)
